This panel focused on implementing the August 2016 US DOE Policy for Federal Oversight and Contractor Assurance Systems (DOE P226.6).  As one of the largest civilian contracting agencies in the US Federal Government, the DOE relies on open and transparent relationships between management and operating (M&O) contractors and Federal Site Offices, which provide oversight.  DOE Order 226.1B, Implementation of DOE Oversight Policy, required that the DOE M&O contractors establish a comprehensive and integrated contractor assurance system (CAS), a contractor-designed system used to manage performance consistent with contract requirements. Once implemented, the CAS should be used as the framework to assess performance and provide data into the contractor’s decision-making process. The system should also provide transparency to ensure alignment across the enterprise to accomplish mission needs and aid the DOE in determining the necessary level of Federal oversight.
