Panel Reporter:   Susan Stiger (USA)

This session focuses on the Los Alamos National Laboratory (LANL), a major US DOE National Nuclear Security Administration (NNSA) site located in Los Alamos, NM. It will include both technical presentations and two panel discussions.

Environmental clean-up at LANL is continuing at an accelerated pace. Beginning in 2009, work was accelerated for the clean-up of the Material Disposal Area B using Recovery Act funds, and has continued with the campaign to disposition of 3,706 cubic meters of combustible transuranic waste that has been stored above ground for years and presents a contamination release hazard in the event of a wildfire. With the campaign nearing successful completion, it is appropriate to review lessons learned that can be applied to future clean-up work at LANL or other clean-up sites to achieve similar or even better results. This is also timely in that the 2005 Consent Order between the Department of Energy and State of New Mexico will likely be revised upon successful completion of the campaign. Through two panel discussions led by a moderator, Susan Stiger, Bechtel,  leaders from different organizations associated with the transuranic waste campaign and LANL clean-up will address technical, regulatory and business lessons with the compass pointed to improving future clean-up work.

Technical presentations include:

  • Overview 3,706 Cubic Meter Transuranic Waste Campaign, Kathy Johns Hughes, TRU Waste Program Director, LANL, and Steve Clemons, Deputy TRU Program Director, LANL
  • Future Cleanup Work at Los Alamos National Laboratory, Dan Cox, Environmental Programs Deputy Associate Director, LANL
  • Innovative Technologies and Practices that Stimulated Success on the 3,706 Cubic Meter TRU Waste Campaign, M. Romero, Senior Project Manager, LANL
  • Overview and Applications of the Electronic Process Model of the 3,706 Cubic Meter Campaign, S. Clemons, Deputy Program Director, LANL

Panel  #1 – Questions toward - What lessons learned  from the 3,706 cubic meter transuranic waste campaign (positive or negative) should be applied to optimize future clean-up campaigns at LANL or other environmental clean-up projects?  Panelists include: Jeff Mousseau, Associate Director, Environmental Programs, LANL; Ryan Flynn, Secretary, New Mexico Environment Department (NMED); Joe Franco, Field Office Manager, DOE-CBFO; James Malmo,  Manager of Waste Disposition, DOE-ID and Rod Baltzer, President, Waste Control Specialists (WCS).

Panel #2:   Questions toward - What programmatic and business changes to the clean-up at LANL would be needed to be more effective in moving to a completion project (organization, management, and/ or contracting) to yield an expedited and more efficient conclusion? Panelists include: Dan Cox,  LANL Deputy Associate Director of Environmental Programs,  Frank Marcinowski, Deputy Assistant Secretary, Waste Management, US DOE EM; Michael Graham, Principal Vice President and General Manager, US Environmental Business, Bechtel National; Miles Smith, Vice President, EnergySolutions; and Dave Nickless, Manager, Legacy Waste Program, DOE-LANL.
